Helping Adams, Green Lake, Juneau, Marathon, Marquette, Portage, Waupaca, Waushara, and Wood Counties

This is a program for ensuring the community's ability to conserve, rehabilitate and improve residential properties occupied by low-to-moderate (LMI) residents.

Homeowner Rehabilitation

for

Home-Owner who is also Property Owner

Owner-Occupied loans provide 0% interest loans with deferred payment for home repair loans for LMI owner occupants.

Rental Rehabilitation

for

Landlord who is also Property Owner

Rental Unit loans provide 0% interest loans for repairing units rented to LMI tenants and/or creating new low or moderate income rental units by:

  • Converting vacant properties into rental units
  • And/or converting large single-family homes into duplexes

Eligible / Ineligible Projects

Eligible Rehab Activities

Repairs to address health, safety, and accessibility as determined by the HQS Inspection/Evaluation of the property

Examples include but are not limited to:

  • Roofs
  • Siding
  • Windows
  • Plumbing
  • Electric
  • Septic
  • Well

Ineligible Rehab Activities

  • Properties scheduled for sale, acquisition or condemned properties
  • Reimbursement for work which has been contracted for or completed prior to signing agreement with the CDBG program
  • Accessory buildings, garages or sheds
  • New construction or expansion of the size of the structure

Homes Located in Manufactured Home Communities (aka Parks)

Manufactured Homes must be located in a Manufactured Home Community (aka Park). 0% interest loan that requires monthly payments and must be paid in full once the home is sold, transferred or vacated.
